I can confirm all of this! I was once friends with him and he was well known for never doing commissions and running off with the money on a new account, and had even told us on several occasions what exactly he was doing (unfortunately these screenshots are lost to time since it was 2017). If you are to buy him I'd only suggest adopts or paying after the art is completed since he WILL run away and change his username otherwise. He would constantly make excuses that his wifi was down or that the site was having issues, when in reality he usually hadn't even finished it. Many of his deviantart comments are filled with people asking for refunds when it's been several years. His Toyhou.se is folke, where he still actively posts art and characters. He is also on twitter and instagram under the name folkenuo, however art is rarely posted.
