Removed the fb screenshot as it has her real name, which she doesn't appear to use for commissioning. If she does please PM me with proof so her tags can be updated.

Raven: Users do not have the ability to delete posts. Your post has been tagged as resolved, and the resolved status will be clearly visible to folks viewing the post. If you have any updates feel free to post it in the comments, and someone on staff will tack it into your post. Please be sure to censor private information.

Went ahead and edited your post to include direct urls to their twitter and FA, and added a note to your post. There's an artist with a very similar username that can easily be confused between the two.

Oh my word. What a mess. 😞 I hope you're never in a similar situation again, but this is why you never close a claim.
They should have refunded the original transaction as it simply cancels the transaction, and no one incurs fees. In addition, them sending you the refund via a regular goods and services payment, it leaves you exposed to having your transaction claimed.
I hope you get your refund soon.

With that said a lot of folks don't know that they can upgrade to a business account to hide their personal info.

I mean, seems the artist has every intention of still delivering the commission, you can't really ask for a refund because you suddenly decide you don't like the person.
Especially with the post about how these are emergency commissions and they have bills due. Chances are they don't even have the money anymore. I know I've had times in my life where losing $10 would have destroyed me, let alone losing it based on the sudden turnaround of another person.
I don't really think the artist has done anything wrong here, if I'm honestLegalities and moralities are two different things. Technically non refund clauses aren't illegal.
If a client asks for a refund you cease all work and refund for work not done. That's good business, and no payment processor will deny a client a refund if OP chooses to go the route of a chargeback. It doesn't matter if the artist "intends to finish" because the client has made it known they do not wish for this transaction to continue. If the client had asked for a refund and the artist finished it anyway, then we would have put that through. That's incredibly unprofessional.
An artist shouldn't spend money they haven't earned. Realistically that isn't always possible, but they aren't denying a refund based on not having the money. They're denying the refund on something entirely not their business.
Edit: Edited to add "work not done" because I realize our user base is bigger than the old Livejournal base where good business practices were often discussed in the past.

Goodness gracious. Regardless of one's feelings on certain kinks (goodness knows there are plenty out there that squick me), it's not ok to keep someone's money once they request a refund.
I'm not very familiar with Ko-fi, but if you used your cc if push comes to shove can you request a chargeback?

Also please note that since this is a chargeback, not a claim, you will be hit with the $20 fee once it goes through. Unfortunately, when there are two users of the account your chances of winning are zero, as it's likely been listed as fraud by the guardian. Regardless of what payment processor you used, the banks will always resolve unauthorized use in favor of the account holder.
But definitely gather everything, and call paypal. Do not use their automated system. At the very least they can resolve the $20 fee, but there have been instances of them eating the chargeback entirely.

The zipper sticking is a common thing with new zippers. Some bar soap on the teeth can help
Detachable tails are very common, and if the home placement isn't right, it'll cause a bulge. (LB should have REQUIRED a dtd)
Care instructions are keep it out of the dryer, but hand wash.
