Probably no longer refund myself and artist no longer replying to me, what to do?

Hello

I pay a merch from an artist from taiwan, however the item still isn't shipped and now I can no longer refund the money myself now the time to contact paypal has been expired. The artist never reply me since about Wednesday and it is unknown if he will ever contact me again. 

 

So in case if he's never contacted me, and I cannot get the money back by paypal. What should I do? Either getting the money back or something. And how long should I wait till then? Thanks

If it's beyond the 180 days for PayPal, then there's unfortunately nothing else to do. You could contact your bank, but most of them are 180 days as well.
