The PayPal limit on filing disputes on payments is 180 days(6months), so unfortunately you won't be getting your money back unless the artist gives it to you willingly. I really hope you aren't ignored for much longer, that is the most infuriating part of this situation for me.
Ah yeah I forgot about the 180 day limit, shoot. I really hope I stop getting ignored too- the last time I was given a reply to do with my commissions was in August of last year...
