    So, the artist initially had posted an emergency 20 art pieces for 50 dollars deal in order to get medical treatment for their pet rats. Originally I was told I'd get extra 10 stickers, and/or an icon. I was told I'd get a refund after 30 days if 10/20 weren't finished. Over a few months I received a few sketches, but nothing was ever completed. I was promised a refund on 11/10/2019, but on that date he told me his job didn't work out, and it wasn't worth getting a job until the summer. I opened a paypal dispute and offered to let him do 10 of the original 20 (or 30 if you countthe extras he promised me) . After he refused to try I asked him to do 3 fullbody pics (same quality as stickers,no background)  and one fullbody with a background. Again, I received sketches but nothing finished. I was asked to cancel my dispute as it was stressing him, and ultimately he never finished anything, and provided paypal a fraudulent tracking number with my digital art. He has since gone against his word and completely stopped working...

    My bank is pending a result on 01/13/2020 for my dispute. Any advice as to how I can get a refund for sure, or how I can get some art or something? This has been over 4 months I haven't seen this money. Unless he refunds me in the summer or my dispute pull through I dont think I'll ever see my monies again

    What a shady thing to do.

    I don't really know where to start. So, bear with me please.
    It's appalling for me still that artists just go ahead and spend money immediately and then have nothing to refund. Especially when they themselves cancel commissions. I get emergencies, but that is not the commissioner's problem. At all. It is also not the commissioner's problem if the artist offers 20 pieces of art for a too low price.

    But what really ticks me off is this artist blatently lying to paypal's face. With a fake tracking number. I would be ashamed of myself. Not finishing stuff and stealing money basically. I really have no sympathy for this artist. At all. Sorry.
    And I am sorry that you had to deal with this, op.

    Dude was treating me as a friend asking for extensions constantly but then never finished anything.

    The artist who was my friend and reccomended him got mad I "wouldn't let it go" and told me we were never friends but the guy was his irl friend and in dire straits so I should just eat the loss. This whole situation ticked me off on so many levels.

    That sounds like someone who really was finding someone desperately that would commission this person which is really not that surprising at all with the really poor business practices happening here. I'm glad something like this shouldn't be let go at all.

    I probably should've asked this before, but the mention of the fraudulent tracking number... did he say what it was through? UPS, USPS, FedEx, or something else? And if you have that, did he list the from-address as well (which can be used to search for it if the tracking-number is off/missing)?

    If you have a complete without-a-doubt bad tracking-number and proof of it being such, that would definitely be useful to include to your proof to Paypal (along with links they can view as well).

    This is all paypal would give me.  I provided a screenshot of this as well as proof that it was a digital payment and was told there "was a good chance" I'd get my refund 😧

    Yeah, definitely get hold of paypal to find out what that tracking-number given was for (USPS, UPS, FedEx, ect.) and make mention that you were not provided this detail from the one in question.
